Western Regulatory and Market Affairs Manager

Middle River Power (“MRP”) seeks a Western Regulatory and Market Affairs Manager focused on western markets, with an emphasis on California. Working with MRP’s commercial, development and strategy teams, this person will analyze, report on, and advocate for regulatory and market policies to help shape and implement MRP’s regulatory, market, development, and legislative strategies. This candidate will monitor, evaluate, and influence policies and regulations that impact MRP’s current and future portfolios and development opportunities. Analytical work may involve high-level support to management functions, such as developing and administering regulatory filings, developing policy and programs, conducting research, and developing advocacy strategy for assigned initiatives and proceedings.

Primary areas of focus will be the wholesale markets operated by the California Independent System Operator Corporation and the procurement programs and other affecting rulemaking administered by the California Public Utilities Commission. Responsibilities may also include other state public utility commissions and other agencies within the Western Interconnection, such as the Western Resource Adequacy Program and the wholesale markets operated by the Southwest Power Pool. This individual will also be required to interact with the Federal Energy Regulatory Commission as needed.

Location: California preferred, as the candidate will be expected to be able to attend CAISO and CPUC meetings. Remote work locations will be considered, especially if the candidate is able to travel to these areas as needed.

Reports to

Vice President, Western Regulatory and Market Affairs.

Compensation

$125,000-$160,000 annually

RESPONSIBILITIES

  • Track and report on RTO, regional balancing authority, state and other applicable regulatory proceedings and policies.
  • Coordinate and collaborate with MRP team members to develop (1) MRP positions on issues and (2) RTO, regulatory and agency comments and responses.
  • Proactively advocate MRP’s positions to RTO, regulatory, and agency management and staff and other stakeholders.
  • Work with outside counsel, lobbyists, trade groups, and consultants to promote MRP’s interests in proceedings and initiatives.
  • Develop relationships with key stakeholders, including RTO personnel, trade groups, utilities, load serving entities, and commission and agency staff.
  • Work with MRP management to identify, strategically enhance and prioritize MRP’s state regulatory and legislative efforts to enhance MRP’s portfolio, including supporting project acquisition efforts as they arise.
  • Prepare reports, matrices, procedural documentation, computer models, and other deliverables for internal and external use.
  • Represent MRP at key proceedings and serve as a contact person for state and federal relations while fostering a positive relationship with various legislative and regulatory community representatives.

Qualifications

  • Bachelor's degree in related field and 4-10 years of experience in the energy industry with significant utility or independent power energy experience.
  • Experience working with Regional Transmission Operator (RTO) markets and processes, state public utility commissions and energy agencies, and the Federal Energy Regulatory Commission.
  • Skilled knowledge of and experience with electric and gas business lines, including energy markets, generation and interconnection, resource procurement, and transmission.
  • Experience with developing regulatory filings, in policy development, and an understanding of case management procedures and process.
  • A team player who can engage in the appropriate regulatory and policy venues on their own but also bring that engagement to bear in team discussions.
  • A confident speaker and presenter who can communicate with all audiences.
  • An efficient and effective writer.
